dated 28th March 1866, to Despatch and enclosures from the Officer administering the Government of Hong Kong, and

my letter of 13 March, it appears desirable that the Hong Kong Silver dollar, of which the Designs have already been approved by Her Majesty, and which is to be issued from the Mint of Hong Kong, should be defined as to value by Authority of the Lords Commissioners.
